This is in continuation to Exchange notice nos. 20230323-6 dated March 23, 2023, 20240530- 3 dated May 30, 2024, 20240809-44 dated August 09, 2024, 20240827-13 dated August 27, 2024, and 20240918- 11 dated September 18, 2024. SEBI has advised the Exchange to direct the Trading Members to strictly comply with Telecom Commercial Communication Customer Preference Regulations, 2018 (“TCCCPR-2018”) and Directions issued by Telecom Regulatory Authority of India (TRAI) from time to time.
As per the requirements laid out in para 10(c) of TRAI Direction No. 20.08.2024 dated August 20, 2024, all Principal Entities (PEs) is required to be onboarded and their PE IDs to be mapped with the corresponding Telemarketers. These Telemarketers are further required to map their ID to final Delivery Telemarketer and then the Delivery Telemarketer has to create mapping with their Telecommunications Service Provider (TSP). This completes the mapping chain. Only those messages and calls which pass through this completed chain will be successfully delivered. This action is critical to ensure compliance with the binding of PE and Telemarketer, which guarantees traceability of messages from the Principal Entity to the recipients.
It is requested that the PEs closely work with respective TSPs to achieve the necessary PE- Telemarketer binding. TRAI is coordinating closely with TSPs to extend all-out support to all PEs. This process must be completed by the deadline of October 31, 2024, as mandated by the Direction.
Failure to ensure this mapping could result in all traffic originating from PEs not being delivered, as messages without proper chain definitions will be rejected from November 1, 2024.
Trading Members are advised to consider this matter as MOST URGENT and ensure appropriate action to meet the deadline and ensure compliance. A copy of the relevant Direction is attached for your reference.
